The Reflecting Pool project, which cost nearly $15 million after an original estimate of $1.5 million, has drawn scrutiny beyond Saturday’s exchange. The renovation was awarded through a no-bid contract, and the pool’s lining began peeling and its water turned green with algae shortly after completion, prompting criticism from lawmakers over the project’s cost and execution.
