Hegseth has had several legal defeats on this issue.
In April, Judge Friedman criticized him for trying to bring back the same rules that had already been ruled illegal.
These Pentagon press rules caused many established news organizations, including some that lean right, to leave.
This opened the door for far-right bloggers and social media figures who mostly praise the administration.
At the same time, Hegseth is facing criticism for possibly holding back military promotions in a way that targets qualified women and minority officers.
Some experts think there could be even deeper reasons behind this behavior than just racial or gender bias.
